[9] RFR: 8178823: Unable to initialize HijrahCalendar: Hijrah-umalqura when running with a security manager

Hello,

Please review the fix to the following issue:

https://bugs.openjdk.java.net/browse/JDK-8178823

The proposed fix is located at:

http://cr.openjdk.java.net/~naoto/8178823/webrev.01/

The fix is to allow "accessSystemModule" RuntimePermission on reading
the Hijrah properties file, which is now required from JDK9 build 165+.
